Cluelessness about Strategy, Tactics and Discretion

In his op-ed in the weekend Wall Street Journal, John Taylor restates his confused opposition to what Ben Bernanke calls the policy of constrained discretion followed by the Federal Reserve during his tenure at the Fed, as vice-chairman under Alan Greenspan from 2003 to 2005 and as Chairman from 2005 to 2013. Taylor has been arguing for the Fed to adopt what he calls the “rules-based monetary policy” supposedly practiced by the Fed while Paul Volcker was chairman (at least from 1981 onwards) and for most of Alan Greenspan’s tenure until 2003 when, according to Taylor, the Fed abandoned the “rules-based monetary rule” that it had followed since 1981. In a recent post, I explained why Taylor’s description of Fed policy under Volcker was historically inaccurate and why his critique of recent Fed policy is both historically inaccurate and conceptually incoherent.

Taylor denies that his steady refrain calling for a “rules-based policy” (i.e., the implementation of some version of his beloved Taylor Rule) is intended “to chain the Fed to an algebraic formula;” he just thinks that the Fed needs “an explicit strategy for setting the instruments” of monetary policy. Now I agree that one ought not to set a policy goal without a strategy for achieving the goal, but Taylor is saying that he wants to go far beyond a strategy for achieving a policy goal; he wants a strategy for setting instruments of monetary policy, which seems like an obvious confusion between strategy and tactics, ends and means.

Instruments are the means by which a policy is implemented. Setting a policy goal can be considered a strategic decision; setting a policy instrument a tactical decision. But Taylor is saying that the Fed should have a strategy for setting the instruments with which it implements its strategic policy.  (OED, “instrument – 1. A thing used in or for performing an action: a means. . . . 5. A tool, an implement, esp. one used for delicate or scientific work.”) This is very confused.

Let’s be very specific. The Fed, for better or for worse – I think for worse — has made a strategic decision to set a 2% inflation target. Taylor does not say whether he supports the 2% target; his criticism is that the Fed is not setting the instrument – the Fed Funds rate – that it uses to hit the 2% target in accordance with the Taylor rule. He regards the failure to set the Fed Funds rate in accordance with the Taylor rule as a departure from a rules-based policy. But the Fed has continually undershot its 2% inflation target for the past three years. So the question naturally arises: if the Fed had raised the Fed Funds rate to the level prescribed by the Taylor rule, would the Fed have succeeded in hitting its inflation target? If Taylor thinks that a higher Fed Funds rate than has prevailed since 2012 would have led to higher inflation than we experienced, then there is something very wrong with the Taylor rule, because, under the Taylor rule, the Fed Funds rate is positively related to the difference between the actual inflation rate and the target rate. If a Fed Funds rate higher than the rate set for the past three years would have led, as the Taylor rule implies, to lower inflation than we experienced, following the Taylor rule would have meant disregarding the Fed’s own inflation target. How is that consistent with a rules-based policy?

It is worth noting that the practice of defining a rule in terms of a policy instrument rather than in terms of a policy goal did not originate with John Taylor; it goes back to Milton Friedman who somehow convinced a generation of monetary economists that the optimal policy for the Fed would be to target the rate of growth of the money supply at a k-percent annual rate. I have devoted other posts to explaining the absurdity of Friedman’s rule, but the point that I want to emphasize now is that Friedman, for complicated reasons which I think (but am not sure) that I understand, convinced himself that (classical) liberal principles require that governments and government agencies exercise their powers only in accordance with explicit and general rules that preclude or minimize the exercise of discretion by the relevant authorities.

Friedman’s confusions about his k-percent rule were deep and comprehensive, as a quick perusal of Friedman’s chapter 3 in Capitalism and Freedom, “The Control of Money,” amply demonstrates. In practice, the historical gold standard was a mixture of gold coins and privately issued banknotes and deposits as well as government banknotes that did not function particularly well, requiring frequent and significant government intervention. Unlike, a pure gold currency in which, given the high cost of extracting gold from the ground, the quantity of gold money would change only gradually, a mixed system of gold coin and banknotes and deposits was subject to large and destabilizing fluctuations in quantity. So, in Friedman’s estimation, the liberal solution was to design a monetary system such that the quantity of money would expand at a slow and steady rate, providing the best of all possible worlds: the stability of a pure gold standard and the minimal resource cost of a paper currency. In making this argument, as I have shown in an earlier post, Friedman displayed a basic misunderstanding of what constituted the gold standard as it was historically practiced, especially during its heyday from about 1880 to the outbreak of World War I, believing that the crucial characteristic of the gold standard was the limitation that it imposed on the quantity of money, when in fact the key characteristic of the gold standard is that it forces the value of money – regardless of its material content — to be equal to the value of a specified quantity of gold. (This misunderstanding – the focus on control of the quantity of money as the key task of monetary policy — led to Friedman’s policy instrumentalism – i.e., setting a policy rule in terms of the quantity of money.)

Because Friedman wanted to convince his friends in the Mont Pelerin Society (his egregious paper “Real and Pseudo Gold Standards” was originally presented at a meeting of the Mont Pelerin Society), who largely favored the gold standard, that (classical) liberal principles did not necessarily entail restoration of the gold standard, he emphasized a distinction between what he called the objectives of monetary policy and the instruments of monetary policy. In fact, in the classical discussion of the issue by Friedman’s teacher at Chicago, Henry Simons, in an essay called “Rules versus Authorities in Monetary Policy,” Simons also tried to formulate a rule that would be entirely automatic, operating insofar as possible in a mechanical fashion, even considering the option of stabilizing the quantity of money. But Simons correctly understood that any operational definition of money is necessarily arbitrary, meaning that there will always be a bright line between what is money under the definition and what is not money, even though the practical difference between what is on one side of the line and what is on the other will be slight. Thus, the existence of near-moneys would make control of any monetary aggregate a futile exercise. Simons therefore defined a monetary rule in terms of an objective of monetary policy: stabilizing the price level. Friedman did not want to settle for such a rule, because he understood that stabilizing the price level has its own ambiguities, there being many ways to measure the price level as well as theoretical problems in constructing index numbers (the composition and weights assigned to components of the index being subject to constant change) that make any price index inexact. Given Friedman’s objective — demonstrating that there is a preferable alternative to the gold standard evaluated in terms of (classical) liberal principles – a price-level rule lacked the automatism that Friedman felt was necessary to trump the gold standard as a monetary rule.

Friedman therefore made his case for a monetary rule in terms of the quantity of money, ignoring Simons powerful arguments against trying to control the quantity of money, stating the rule in general terms and treating the selection of an operational definition of money as a mere detail. Here is how Friedman put it:

If a rule is to be legislated, what rule should it be? The rule that has most frequently been suggested by people of a generally liberal persuasion is a price level rule; namely, a legislative directive to the monetary authorities that they maintain a stable price level. I think this is the wrong kind of a rule [my emphasis]. It is the wrong kind of a rule because it is in terms of objectives that the monetary authorities do not have the clear and direct power to achieve by their own actions. It consequently raises the problem of dispersing responsibilities and leaving the authorities too much leeway.

As an aside, I note that Friedman provided no explanation of why such a rule would disperse responsibilities. Who besides the monetary authority did Friedman think would have responsibility for controlling the price level under such a rule? Whether such a rule would give the monetary authorities “too much leeway” is of course an entirely different question.

There is unquestionably a close connection between monetary actions and the price level. But the connection is not so close, so invariable, or so direct that the objective of achieving a stable price level is an appropriate guide to the day-to-day activities of the authorities. (p. 53)

Friedman continues:

In the present state of our knowledge, it seems to me desirable to state the rule in terms of the behavior of the stock of money. My choice at the moment would be a legislated rule instructing the monetary authority to achieve a specified rate of growth in the stock of money. For this purpose, I would define the stock of money as including currency outside commercial banks plus all deposits of commercial banks. I would specify that the Reserve System shall see to it [Friedman’s being really specific there, isn’t he?] that the total stock of money so defined rises month by month, and indeed, so far as possible day by day, at an annual rate of X per cent, where X is some number between 3 and 5. (p. 54)

Friedman, of course, deliberately ignored, or, more likely, simply did not understand, that the quantity of deposits created by the banking system, under whatever definition, is no more under the control of the Fed than the price level. So the whole premise of Friedman’s money supply rule – that it was formulated in terms of an instrument under the immediate control of the monetary authority — was based on the fallacy that quantity of money is an instrument that the monetary authority is able to control at will.

I therefore note, as a further aside, that in his latest Wall Street Journal op-ed, Taylor responded to Bernanke’s observation that the Taylor rule becomes inoperative when the rule implies an interest-rate target below zero. Taylor disagrees:

The zero bound is not a new problem. Policy rule design research took that into account decades ago. The default was to move to a stable money growth regime not to massive asset purchases.

Taylor may regard the stable money growth regime as an acceptable default rule when the Taylor rule is sidelined at the zero lower bound. But if so, he is caught in a trap of his own making, because, whether he admits it or not, the quantity of money, unlike the Fed Funds rate, is not an instrument under the direct control of the Fed. If Taylor rejects an inflation target as a monetary rule, because it grants too much discretion to the monetary authority, then he must also reject a stable money growth rule, because it allows at least as much discretion as does an inflation target. Indeed, if the past 35 years have shown us anything it is that the Fed has much more control over the price level and the rate of inflation than it has over the quantity of money, however defined.

This post is already too long, but I think that it’s important to say something about discretion, which was such a bugaboo for Friedman, and remains one for Taylor. But the concept of discretion is not as simple as it is often made out to be, especially by Friedman and Taylor, and if you are careful to pay attention to what the word means in ordinary usage, you will see that discretion does not necessarily, or usually, refer to an unchecked authority to act as one pleases. Rather it suggests that a certain authority to make a decision is being granted to a person or an official, but the decision is to be made in light of certain criteria or principles that, while not fully explicit, still inform and constrain the decision.

The best analysis of what is meant by discretion that I know of is by Ronald Dworkin in his classic essay “Is Law a System of Rules?” Dworkin discusses the meaning of discretion in the context of a judge deciding a “hard case,” a case in which conflicting rules of law seem to be applicable, or a case in which none of the relevant rules seems to fit the facts of the case. Such a judge is said to exercise discretion, because his decision is not straightforwardly determined by the existing set of legal rules. Legal positivists, against whom Dworkin was arguing, would say that the judge is able, and called upon, to exercise his discretion in deciding the case, meaning, that by deciding the case, the judge is simply imposing his will. It is something like the positivist view that underlies Friedman’s intolerance for discretion.

Countering the positivist view, Dworkin considers the example of a sergeant ordered by his lieutenant to take his five most experienced soldiers on patrol, and reflects on how to interpret an observer’s statement about the orders: “the orders left the sergeant a great deal of discretion.” It is clear that, in carrying out his orders, the sergeant is called upon to exercise his judgment, because he is not given a metric for measuring the experience of his soldiers. But that does not mean that when he chooses five soldiers to go on patrol, he is engaging in an exercise of will. The decision can be carried out with good judgment or with bad judgment, but it is an exercise of judgment, not will, just as a judge, in deciding a hard case, is exercising his judgment, on a more sophisticated level to be sure than the sergeant choosing soldiers, not just indulging his preferences.

If the Fed is committed to an inflation target, then, by choosing a setting for its instrumental target, the Fed Funds rate, the Fed is exercising judgment in light of its policy goals. That exercise of judgment in pursuit of a policy goal is very different from the arbitrary behavior of the Fed in the 1970s when its decisions were taken with no clear price-level or inflation target and with no clear responsibility for hitting the target.

Ben Bernanke has described the monetary regime in which the Fed’s decisions are governed by an explicit inflation target and a subordinate commitment to full employment as one of “constrained discretion.” When using this term, Taylor always encloses it in quotations markets, apparently to suggest that the term is an oxymoron. But that is yet another mistake; “constrained discretion” is no oxymoron. Indeed, it is a pleonasm, the exercise of discretion usually being understood to mean not an unconstrained exercise of will, but an exercise of judgment in the light of relevant goals, policies, and principles.

Hey, Look at Me; I Turned Brad Delong into an Apologist for Milton Friedman

It’s always nice to be noticed, so I can hardly complain if Brad Delong wants to defend Milton Friedman on his blog against my criticism of his paper “Real and Pseudo Gold Standards.” I just find it a little bit rich to see Friedman being defended against my criticism by the arch-Keynesian Brad Delong.

But in the spirit of friendly disagreement in which Brad criticizes my criticism, I shall return the compliment and offer some criticisms of my own of Brad’s valiant effort to defend the indefensible.

So let me try to parse what Brad is saying and see if Brad can help me find sense where before I could find none.

I think that Friedman’s paper has somewhat more coherence than David does. From Milton Friedman’s standpoint (and from John Maynard Keynes’s) you need microeconomic [I think Brad meant to say macroeconomic] stability in order for private laissez-faire to be for the best in the best of possible worlds. Macroeconomic stability is:

  1. stable and predictable paths for total spending, the price level, and interest rates; hence
  2. a stable and predictable path for the velocity of money; hence
  3. (1) then achieved by a stable and predictable path for the money stock; and
  4. if (3) is secured by institutions, then expectations of (3) will generate the possibility of (1) and (2) so that if (3) is actually carried out then eppur si muove

I agree with Brad that macroeconomic stability can be described as a persistent circumstance in which the paths for total spending, the price level, and (perhaps) interest rates are stable and predictable. I also agree that a stable and predictable path for the velocity of money is conducive to macroeconomic stability. But note the difference between saying that the time paths for total spending, the price level and (perhaps) interest rates are stable and predictable and that the time path for the velocity of money is stable and predictable. It is, at least possibly the case, that it is within the power of an enlightened monetary authority to provide, or that it would be possible to construct a monetary regime that could provide, stable and predictable paths for total spending and the price level. Whether it is also possible for a monetary authority or a monetary regime to provide a stable and predictable path for interest rates would depend on the inherent variability in the real rate of interest. It may be that variations in the real rate are triggered by avoidable variations in nominal rates, so that if nominal rates are stabilized, real rates will be stabilized, too. But it may be that real rates are inherently variable and unpredictable. But it is at least plausible to argue that the appropriate monetary policy or monetary regime would result in a stable and predictable path of real and nominal interest rates. However, I find it highly implausible to think that it is within the power of any monetary authority or monetary regime to provide a stable and predictable path for the velocity of money. On the contrary, it seems much more likely that in order to provide stability and predictability in the paths for total spending, the price level, and interest rates, the monetary authority or the monetary regime would have to tolerate substantial variations in the velocity of money associated with changes in the public’s demand to hold money. So the notion that a stable and predictable path for the money stock is a characteristic of macroeconomic stability, much less a condition for monetary stability, strikes me as a complete misconception, a misconception propagated, more than anyone else, by Milton Friedman, himself.

Thus, contrary to Brad’s assertion, a stable and predictable path for the money stock is more likely than not to be a condition not for macroeconomic stability, but of macroeconomic instability. And to support my contention that a stable and predictable path for the money stock is macroeconomically destabilizing, let me quote none other than F. A. Hayek. I quote Hayek not because I think he is more authoritative than Friedman – Hayek having made more than his share of bad macroeconomic policy calls (e.g. his 1932 defense of the insane Bank of France) – but because in his own polite way he simply demolished the fallacy underlying Friedman’s fetish with a fixed rate of growth in the money stock (Full Empoyment at Any Price).

I wish I could share the confidence of my friend Milton Friedman who thinks that one could deprive the monetary authorities, in order to prevent the abuse of their powers for political purposes, of all discretionary powers by prescribing the amount of money they may and should add to circulation in any one year. It seems to me that he regards this as practicable because he has become used for statistical purposes to draw a sharp distinction between what is to be regarded as money and what is not. This distinction does not exist in the real world. I believe that, to ensure the convertibility of all kinds of near-money into real money, which is necessary if we are to avoid severe liquidity crises or panics, the monetary authorities must be given some discretion. But I agree with Friedman that we will have to try and get back to a more or less automatic system for regulating the quantity of money in ordinary times. The necessity of “suspending” Sir Robert Peel’s Bank Act of 1844 three times within 25 years after it was passed ought to have taught us this once and for all.

He was briefer and more pointed in a later comment (Denationalization of Money).

As regards Professor Friedman’s proposal of a legal limit on the rate at which a monopolistic issuer of money was to be allowed to increase the quantity in circulation, I can only say that I would not like to see what would happen if it ever became known that the amount of cash in circulation was approaching the upper limit and that therefore a need for increased liquidity could not be met.

And for good measure, Hayek added this footnote quoting Bagehot:

To such a situation the classic account of Walter Bagehot . . . would apply: “In a sensitive state of the English money market the near approach to the legal limit of reserve would be a sure incentive to panic; if one-third were fixed by law, the moment the banks were close to one-third, alarm would begin and would run like magic.

In other words if 3 is secured by institutions, all hell breaks loose.

But let us follow Brad a bit further in his quixotic quest to make Friedman seem sensible.

Now there are two different institutional setups that can produce (3):

  1. a monetarist central bank committed to targeting a k% growth rate of the money stock via open-market operations; or
  2. a gold standard in which a Humean price-specie flow mechanism leads inflating countries to lose and deflating countries to gain gold, tightly coupled to a banking system in which there is a reliable and stable money multiplier, and thus in which the money stock grows at the rate at which the world’s gold stock grows (plus the velocity trend).

Well, I have just – and not for the first time — disposed of 1, and in my previous post, I have disposed of 2. But having started to repeat myself, why not continue.

There are two points to make about the Humean price-specie-flow mechanism. First, it makes no sense, as Samuelson showed in his classic 1980 paper, inasmuch as it violates arbitrage conditions which do not allow the prices of tradable commodities to differ by more than the costs of transport. The Humean price-specie-flow mechanism presumes that the local domestic price levels are determined by local money supplies (either gold or convertible into gold), but that is simply not possible if arbitrage conditions obtain. There is no price-specie-flow mechanism under the gold standard, there is simply a movement of money sufficient to eliminate excess demands or supplies of money at the constant internationally determined price level. Domestic money supplies are endogenous and prices are (from the point of view of the monetary system) exogenously determined by the value of gold and the exchange rates of the local currencies in terms of gold. There is therefore no stable money multiplier at the level of a national currency (gold or convertible into gold). Friedman’s conception a pure [aka real] gold standard was predicated on a fallacy, namely the price-specie-flow mechanism. No gold standard in history ever operated as Friedman supposed that it operated. There were a few attempts to impose by statutory requirement a 100% (or sometime lower) marginal reserve requirement on banknotes, but that was statutory intervention, not a gold standard, which, at any operational level, is characterized by a fixed exchange rate between gold and the local currency with no restriction on the ability of economic agents to purchase gold at the going market price. the market price, under the gold standard, always equaling (or very closely approximating) the legal exchange rate between gold and the local currency.

Friedman calls (2) a “pure gold standard”. Anything else that claims to be a gold standard is and must be a “pseudo gold standard”. It might be a pseudo gold standard either because something disrupts the Humean price-specie flow mechanism–the “rules of the game” are not obeyed–so that deficit countries do not reliably lose and surplus countries do not reliably gain gold. It might be a pseudo gold standard because the money multiplier is not reliable and stable–because the banking system does not transparently and rapidly transmute a k% shift in the stock of gold into a k% shift in the money stock.

Friedman’s calling (2) “a pure [real] gold standard,” because it actualizes the Humean price-specie-flow-mechanism simply shows that Friedman understood neither the gold standard nor the price-specie-flow mechanism. The supposed rules of the game were designed to make the gold standard function in a particular way. In fact, the evidence shows that the classical gold standard in operation from roughly 1880 to 1914 operated with consistent departures from the “rules of the game.” What allows us to call the monetary regime in operation from 1880 to 1914 a gold standard is not that the rules of the game were observed but that the value of local currencies corresponded to the value of the gold with which they could be freely exchanged at the legal parities. No more and no less. And even Friedman was unwilling to call the gold standard in operation from 1880 to 1914 a pseudo gold standard, because if that was a pseudo-gold standard, there never was a real gold standard. So he was simply talking nonsense when he asserted that during the 1920s there a pseudo gold standard in operation even though gold was freely exchangeable for local currencies at the legal exchange rates.

Or, in short, to Friedman a gold standard is only a real gold standard if it produces a path for the money stock that is a k% rule. Anything else is a pseudo gold standard.

Yes! And that is what Friedman said, and it is absurd. And I am sure that Harry Johnson must have told him so.

The purpose of the paper, in short, is a Talmudic splitting-of-hairs. The point is to allow von Mises and Rueff and their not-so-deep-thinking latter-day followers (paging Paul Ryan! Paging Benn Steil! Paging Charles Koch! Paging Rand Paul!) to remain in their cloud-cuckoo-land of pledging allegiance to the gold standard as a golden calf while at the same time walling them off from and keeping them calm and supportive as the monetarist central bank does its job of keeping our fiat-money system stable by making Say’s Law true enough in practice.

As such, it succeeds admirably.

Or, at least, I think it does…

Have I just given an unconvincing Straussian reading of Friedman–that he knows what he is doing, and that what he is doing is leaving the theoretical husk to the fanatics von Mises and Rueff while keeping the rational kernel for himself, and making the point that a gold standard is a good monetary policy only if it turns out to mimic a good monetarist fiat-money standard policy? That his apparent confusion is simply a way of accomplishing those two tasks without splitting Mont Pelerin of the 1960s into yet more mutually-feuding camps?

I really sympathize with Brad’s effort to recruit Friedman into the worthy cause of combating nonsense. But you can’t combat nonsense with nonsense.

 

Two Reviews: One Old, One New

Recently I have been working on a review of a recently published (2011) volume, The Empire of Credit: The Financial Revolution in Britain, Ireland, and America, 1688-1815 for The Journal of the History of Economic Thought. I found the volume interesting in a number of ways, but especially because it seemed to lend support to some of my ideas on why the state has historically played such a large role in the supply of money. When I first started to study economics, I was taught that money is a natural monopoly, the value of money being inevitably forced down by free competition to the value of the paper on which it was written. I believe that Milton Friedman used to make this argument (though, if I am not mistaken, he eventually stopped), and I think the argument can be found in writing in his Program for Monetary Stability, but my memory may be playing a trick on me.

Eventually I learned, first from Ben Klein and later from Earl Thompson, that the naïve natural-monopoly argument is a fallacy, because it presumes that all moneys are indistinguishable. However, Earl Thompson had a very different argument, explaining that the government monopoly over money is an efficient form of emergency taxation when a country is under military threat, so that raising funds through taxation would be too cumbersome and time-consuming to rely on when that state is faced with an existential threat. Taking this idea, I wrote a paper “An Evolutionary Theory of the State Monopoly over Money,” eventually published (1998) in a volume Money and the Nation State. The second chapter of my book Free Banking and Monetary Reform was largely based on this paper. Earl Thompson worked out the analytics of the defense argument for a government monopoly over money in a number of places. (Here’s one.)

And here are the first two paragraphs from my review (which I have posted on SSRN):

The diverse studies collected in The Empire of Credit , ranging over both monetary and financial history and the history of monetary theory, share a common theme: the interaction between the fiscal requirements of national defense and the rapid evolution of monetary and financial institutions from the late seventeenth century to the early nineteenth century, the period in which Great Britain unexpectedly displaced France as the chief European military power, while gaining a far-flung intercontinental empire, only modestly diminished by the loss of thirteen American colonies in 1783. What enabled that interaction to produce such startling results were the economies achieved by substituting bank-supplied money (banknotes and increasingly bank deposits) for gold and silver. The world leader in the creation of these new instruments, Britain reaped the benefits of efficiencies in market transactions while simultaneously creating a revenue source (through the establishment of the Bank of England) that could be tapped by the Crown and Parliament to fund the British military, thereby enabling conquests against rivals (especially France) that lagged behind Britain in the development of flexible monetary institutions.

Though flexible, British monetary arrangements were based on a commitment to a fixed value of sterling in terms of gold, a commitment which avoided both the disastrous consequences of John Law’s brilliant, but ill-fated, monetary schemes in France, and the resulting reaction against banking that may account for the subsequent slow development of French banking and finance. However, at a crucial moment, the British were willing and able to cut the pound lose from its link to gold, providing themselves with the wherewithal to prevail in the struggle against Napoleon, thereby ensuring British supremacy for another century. In writing this review, I recalled a review that I wrote in 2000 for EH.net of a volume of essays (Essays in History: Financial, Economic, and Personal) by the eminent economic historian Charles Kindleberger, author of the classic Manias, Panics and Crashes. Although I greatly admired Kindleberger for his scholarship and wit, I disagreed with a lot of his specific arguments and policy recommendations, and I tried to give expression to both my admiration of Kindleberger and my disagreement with him in my review (also just posted on SSRN). Here are the first two paragraphs of that essay.

Charles P. Kindleberger, perhaps the leading financial historian of our time, has also been a prolific, entertaining, and insightful commentator and essayist on economics and economists. If one were to use Isaiah Berlin’s celebrated dichotomy between hedgehogs that know one big thing and foxes that know many little things, Kindleberger would certainly appear at or near the top of the list of economist foxes. Although Kindleberger himself never invokes Berlin’s distinction between hedgehogs and foxes, many of Kindleberger’s observations on the differences between economic theory and economic history, the difficulty of training good economic historians, and his critical assessment of grand theories of economic history such as Kondratieff long cycles, are in perfect harmony with Berlin.

So it is hard to imagine a collection of essays by Kindleberger that did not contain much that those interested in economics, finance, history, and policy — all considered from a humane and cosmopolitan perspective — would find worth reading. For those with a pronounced analytical bent (who are perhaps more inclined to prefer the output of a hedgehog than of a fox), this collection may seem a somewhat thin gruel. And some of the historical material in the first section will appear rather dry to all but the most dedicated numismatists. Nevertheless, there are enough flashes of insight, wit (my favorite is his aside that during talks on financial crises he elicits a nervous laugh by saying that nothing disturbs a person’s judgment so much as to see a friend get rich), and wisdom as well as personal reminiscences from a long and varied career (including an especially moving memoir of his relationship with his student and colleague Carlos F. Diaz-Alejandro) to repay readers of this volume. Unfortunately the volume is marred somewhat by an inordinate number of editorial lapses and mistaken attributions or misidentifications such as attributing a cutting remark about Paganini’s virtuosity to Samuel Johnson (who died when the maestro was all of two years old).
